First of all, it is extremely haram (a sin) to harass another innocent person, especially a woman. Only a court in a real Islamic State with the proper procedures can execute punishments, and even then, if this woman's only crime is not wearing hijab then there is no punishment in sharia.

Second it is haram for a man and women that are not related or married to touch eachother, so this man should have a punishment coming for him.

Thirdly, the full burqa is not required, and even the head scarf is only required by God and cannot be enforced by anyone else, it is a choice.

Fourthly, if this guy is such a devout follower of Islam and enforcer of sharia then he would know that exposing your shoulders in front of women or in public is Makruh (things god considers distasteful).

There were no attempts by the early church fathers to have political power. They just wanted to share with people their faith, even if it meant they died for it. Constantine converts, and all of a sudden, a bunch of people who want to keep there cushy jobs, decide that they're Christian now, too. People who know nothing of sacrifice, can't understand the true Christians faith.
