The only way I could see this kind of scenario as being reasonable is if the cop pulled up a plate (which there wasn't one in this case) on his computer which gave him cause to be suspicious or if he had some other alert that this driver fit a description of some kind. The missing plate is usually reason enough to get pulled over but it seems way too often being argumentative with police is enough to get you tazed.

The outcome of this incident (from Thanksgiving 2006) is the Austin Police Dept has addressed the issue with this Officer and changed their policy on Taser use with the new Officers coming into the dept.

but this Officer was cleared of any wrong doing (all he got was a 3 day suspension) and he is still on duty which is just another case of the Thin Blue Line Covering each other's Asses!!

I have posted many times on this issue and I must say this is just one more video of the police abusing people. Yet time and time again on the issue of police brutality people here defend the status quo. The police need to be something different all together for the public. Instead of beating up a black guy for a minor speeding infraction he could have focused on the cars that go upwards of 80mps on MoPac expressway...all the time. Look at the cars behind him! The cops, deep down dont want to defend you. They want to catch you and beat you so they can put you into the system. So you get a lawyer, go to jail and the cop gets a pat on the back for getting the bad guy. As far as I know this low life son of a cunt is still on duty to this day. I am sure he will cry a river of tears when some gangster beats his ass. The cops in Austin are not the best but far better then the rest of Texas. If it was Lubbock Texas, for example, they would have called the SWAT team and pumped him with a 1000 rounds.

I do agree that he should have said yes sir, Im having trouble locateing it. But there is a force issue and the issue is that the cop was in no threat at all except for backing into traffic. The driver nor the passenger had verbaly or physical threatend the officer in any way to that point. YES, do what the police say.... but because your not fast enough dosent mean TASER.

First time I watched the video I was thinkin "man, that's pretty excessive" but then I watched it again and realized a couple other things.

Instead of the guy trying to get his license and registration out, he started arguing with the cop when the cop got short with him. After trying to start an argument with the cop, the cop asked him to step outside of the vehicle. Once outside, the man did not listen to the cop's instructions and instead stood in front of him, once again attempting to argue.

If this guy truly didn't want any shit to happen he should've done exactly as the cop said. Instead when he was outside of the car he looked like he was ready to start a fight, and we've seen lots of cop videos that start off as traffic stops and then the officer gets attacked, shot etc.

I don't think he should've got tazed but he should've shut the fuck up and listened to the cop's instructions.

look at the attitude of the officers during the initial contact;

he asked for the driver's license and proof of insurance and then told the driver why he pulled him over - that took 14 seconds about; then he started yelling at the driver that he needs the driver's license and proof of insurance;

now, is 14 seconds enough time to get the driver's license and proof of insurance out?

the driver was listening to the officer during the initial 14 seconds; the officer should have given him time to retrieve the driver's license and proof of insurance

but NO TIME passed between the initial contact and explanation and the second time he asked for the driver's license and proof of insurance.

the driver had every reason to say whoa whoa whoa let me get it!!

I just spoke with the Austin Police Dept;

this officer is still on duty.

The outcome of this incident (from Thanksgiving 2006) is the Austin Police Dept has addressed the issue with this Officer and changed their policy on Taser use with the new Officers coming into the dept.

but this Officer was cleared of any wrong doing (all he got was a 3 day suspension) and he is still on duty which is just another case of the Thin Blue Line Covering each other's Asses!!

Corporal O'Connor is assigned to the Austin Police Department Central West Command at 512 974-5088 (the Austin Police Department gave me this information over the phone; all I did was asked "What Command is Corporal Thomas O' Connor assigned to and what's the phone number? I just saw the video of him tasering a motorist for not getting his insurance out fast enough and I want to call him" )- they gave me the information and didn't ask me my name or who I was!!

Call him and say HI to him!!

if you read the PDF file of the interview between the officer and internal affair; he made up his mind before the stop that the car was stolen because it didn't have a properly displayed rear plate (in the window and not in the license plate frame) and it passed him by;

hence suspicious vehicle and the driver is trying to get away from him!!

so the Officer already made up his mind:

this is possibly a stolen vehicle

I am going to get this guy

I can get an extra brownie point on my record for catching a stolen vehicle

so his adrenaline was already going before he even pulled the driver over!!

Cops are trained to do this. They're supposed to do it for every single stop. They come up to the door with their hand on their gun just behind the back of the drivers seat and just in front of the rear seats so that they are a...harder...target to hit if someone decides to shoot.
