Actually that's police trying to catch a criminal. The criminal tried climbing out of the window to escape (smart huh, there are dumb asses in the Asian race too), so PD called FD as back up.

Most the time people don't really want to die though, they just want some attention. Plus it could be that they have some sort of mental illness, dementia, or be under the influence of something and aren't aware of what they are doing.
