I can't really think of a good reason why a robber would put effort into getting a shotgun, but with no ammo :?
It would be the same as buying a flashlight without the batteries.

Perhaps the dumbass recently acquired the shotgun in a home burglary.
Not knowing what gauge the shotgun is, he may not figure out how to get shells.
So, he figures out what size the shotgun is....
Perhaps there is no place to buy shells in his city without a permit or hunting licence.
Perhaps he will take a chance on just scaring the next victim, hoping they will not resist.
Now we have a problem here! What we have is an unsuccessful armed robber who must either quit the profession or move up and use a loaded weapon. With the pressure from hie "peers" in the video, the latter is most likely.
Then what? When does he get "scared" enough or "brave" enough to pull the trigger?
Dude better quit while he is ahead and no one is hurt, yet. 'Cause things are going to get a whole lot worse if he stays on this road.
